Problems with Al Jazeera cards

I have two Al Jazeera cards for Nilesat one for 1 to 4 and the other for 1 to 8. The problem I am having is that both cards only open +1 and +2 but nothing else is anyone else having problems like this.

I think with the Nilesat cards thats all you get unless you upgrade.
